Jim Zimmerman

Jim Zimmerman, President of International Space Services, Inc., provides space policy and program consulting support to government and industry organizations in Asia, Europe and the Americas.   Jim has more than thirty years of international space and science program experience.  He is particularly well acquainted with European space activities having served as the European Representative of NASA - based in Paris, France - from 1985 to 1997.   

In addition to participating actively in most of International Space Services’ projects, Jim serves as President of the International Astronautical Federation and Vice President – International of the American Institute of Aeronautics and Astronautics.  He also is a co-author of the Next Steps in Exploring Deep Space cosmic study published by the International Academy of Astronautics.

Russ Bardos

Russ Bardos has more than 40 years of experience in a broad array of management roles in the aerospace and energy sectors both in the government and in private industry. He has held key program management positions in Navy weapons development labs, in the Department of Energy and at NASA. Russ’ contributions and management abilities have been recognized with numerous performance and leadership awards. He is well known and respected in the Washington aerospace community. 

Prior to his retirement from NASA in 1998, Russ served as the Deputy Director of the Space Shuttle Program. For the past five years he was Vice President for Government Relations for SPACEHAB, Inc. in Washington, D.C.  Russ is currently applying his broad management expertise, knowledge of the executive and legislative processes and his many government and industry contacts as a space business consultant.

John Conway

 

John Conway has 40 years of aerospace experience, 34 of which were spent at NASA.  From 1985 to 1996 John served as NASA's Director of Payload Processing at the John F. Kennedy Space Center in Florida. In this capacity John directed a civil service/contractor engineering team responsible for final assembly, testing, and flight vehicle integration for all NASA and international customer payloads launched on the Space Shuttle and on Expendable Launch Vehicles.  John and his team were also responsible for developing the capability to integrate and test elements of the International Space Station at Kennedy.

 

Since his retirement from NASA, John Conway has served as a management consultant providing strategic planning, project evaluation, proposal development and contracting support to aerospace and information management companies in the United States and other countries.  John has participated in aerospace technology studies to determine future U.S. marketplace demands and has contributed significantly to a number of successful proposal efforts resulting in NASA contracts.

Ed Frankle

 

Ed Frankle, is an attorney, now in the private practice of law, who also provides consulting services to clients involved in space related activities on space policy, space law, and program matters.  Ed has more than 30 years of legal, program, and engineering experience and is the longest serving General Counsel (over 13 years) in the history of the National Aeronautics and Space Administration.  He is well acquainted with both domestic and international space activities and is a member of the International Institute of Space Law and the International Academy of Astronautics.

 

As an experienced attorney with both a bachelor and masters degree in engineering, Ed brings to the ISS team a unique ability to recognize and understand complex issues and to communicate effectively with all those involved in space activities.

Larry Griffin

 

Larry Griffin is an aerospace program management and engineering consultant with more than 40 years of experience in the industry.  Larry served as a fighter test pilot, staff officer, and commander during his 30 year Air Force career.  His service included assignments to NASA Headquarters as the Secretary of the Air Force’s liaison to the Space Shuttle program, to the Johnson Space Center’s Space Shuttle Program Office, and to the Air Force Space Command’s Schriever Air Force Base in Colorado as the first wing commander at the space operations facility.

 

Following his military service Larry has served as Vice-President for Business Development of a NASA support contractor, Executive Director of the economic development organization for the area surrounding the Johnson Space Center, and Executive Director of the Texas Aerospace Commission under then Governor George W. Bush.  Larry is a member of numerous professional organizations including the Society of Experimental Test Pilots and the National Aeronautic Association and serves on the boards of several institutional and governmental entities.

Russ Koffler

 

Russell Koffler has more than thirty years of experience in using space technology to meet the needs of various communities particularly with those concerned with the Earth and its' environment.  He is recognized nationally and internationally as understanding the promise and the limitations of using space based technology to meet the needs of the private as well as the public sectors of society. 

 

In 1992 Mr. Koffler retired from the position as Deputy Assistant Administrator for Satellite and Information Services for the National Oceanic and Atmospheric Administration (NOAA).  Based in Washington, D.C. he was responsible for the operational remote sensing program of the U. S. Government including the polar orbiting and geostationary weather satellites and the LANDSAT program. In addition to the space programs Koffler was also responsible for the operation of the U. S. Government's climatic, oceanographic and geophysical data archives.

George Ojalehto

 

George Ojalehto currently provides analyses of Munitions Export License applications and Government Regulations related to space launch vehicle, satellite, and infrastructure technology transfer.  George has more than 35 years of experience in the missiles and space arena, especially in areas related to technology transfer and export licensing.

 

Among other national/international space related professional organizations, George is an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA), an active member of the AIAA International Activities Committee and has had a number of articles published in AIAA’s Aerospace America magazine.

Richard Reeves

 

Richard Reeves provides a broad range of management and program consulting support to industry and government.  Richard has over thirty years of experience managing complex technical organizations, strategic planning, business development, proposal support, and organizational development.  He has led numerous organizational and program assessments and developed business cases for small and large-scale initiatives.

 

In addition to supporting a variety of domestic organizations, Richard has provided analysis and advice to several international organizations on management, policy and space program issues.  He is a senior member of the American Institute of Aeronautics and Astronautics and a member of the Tennessee Bar Association.

Jerry Whitman

 

Jerry Whitman is President of EnSTec Consulting Services Inc., created in 1997 to provide policy and program support to government and other organizations engaged in international technology development, scientific cooperation, and environmental conservation.  In association with the International Technology Research Institute (ITRI), he conducts for the USG assessments of foreign technologies in Europe, China and Japan.  A former Foreign Service Officer, Jerry managed the broad range of U.S. science and technology interests at the American embassies in Argentina, Italy and Japan.

 

Jerry is also a consultant to the Department of State, serving most recently as Senior Advisor for Space and Advanced Technology within the State Department’s Bureau of Oceans and International Environment and Scientific Affairs.

Ray Williamson

 

Ray Williamson is Research Professor of International Affairs and Space Policy in the Space Policy Institute, focusing on international issues in environmental security, Earth observation satellite policy, dual-purpose space technologies, and the commercialization of space-related technologies. He has conducted numerous in-depth studies of space technology and policy. Ray is also a faculty member of the International Space University, Illkirch, France, where he teaches general space policy, and issues in commercial remote sensing for the ISU Masters of Space Studies and Summer Session programs.

 

From 1979 to 1995, Ray was a Senior Associate and Project Director in the Office of Technology Assessment (OTA) of the U.S. Congress.  While at OTA, he was Project Director for more than a dozen space policy reports.   In addition to his research activities, Ray is a contributing editor to the journal Space Policy. He teaches space policy and international relations, writes extensively on space policy issues, and testifies before the U.S. Congress.

Dick Wisniewski

 

Dick Wisniewski has more than 45 years of experience with the human space flight, aeronautical and space research programs of NASA where he is well known for his management and leadership abilities.  He has also worked closely with the Department of Defense and with space agencies in other countries. Dick retired from NASA in 1990 to accept a position in industry.  In 1994 the NASA Administrator asked him to return from retirement to become Deputy Associate Administrator of the Office of Space Flight – the Office responsible for management of the Shuttle, the Space Station, Expendable Launch Vehicles, Space Communications, and four NASA Centers.  In this capacity Dick also led lead NASA’s efforts to downsize its workforce.  He completed this assignment and retired for the second time in 1999.

 

As an independent consultant Dick advises clients on strategic planning, business development, outsourcing and privatization opportunities.  He also has participated in a number of domestic and international program reviews and assessments.  Dick Wisniewski is the recipient of a number of NASA and U.S. Government awards for leadership and management excellence.
