Gerald Whitman is President of EnSTec Consulting Services Inc., created in 1997 to provide policy and program support to government and other organizations engaged in international technology development, scientific cooperation, and environmental conservation.  In association with the International Technology Research Institute (ITRI) he conducts for the U.S. government assessments of foreign technologies in Europe, China and Japan.  He is also a consultant to the Department of State; as Senior Advisor for Space and Advanced Technology, he helped formulate and implement the US international strategy for the Global Positioning System.    

A former Foreign Service Officer, Mr. Whitman served as Deputy Chief of Mission (second in charge, after the Ambassador) at the U.S. Embassy Montevideo, Uruguay; as Director of the State Department’s Office of Advanced Technology; and as Science Counselor at U.S. embassies in Tokyo, Buenos Aires, and Rome.  He is the recipient of several State Department honor awards, and in 1995 received the Thomas Jefferson Award for exemplary service to American citizens abroad. He is a founder of the Tsukuba Area International Researcher Association (TAIRA), created to facilitate contacts among U.S. scientists and engineers working in Japan. 

Before joining the Foreign Service, Mr. Whitman worked as an engineer in private industry and served as a U.S. Navy Civil Engineer Corps officer in the Philippines and in Vietnam.  He is fluent in Spanish and speaks some Italian and Japanese.   Mr. Whitman is a graduate of the California State University at Northridge with a degree in engineering (nuclear option).
